1. Submit your application: Submit the verified carbon audit report, carbon footprint management plan, and signed declaration of reduction commitment to Carbon Care Asia Limited for review.

1. Receive your CarbonCare® Label: Upon successful review, your organization will be awarded a tiered CarbonCare® Label (1–4 leaves) reflecting the level of verified emissions reduction and/or offset achieved against the base year.

1. Display and communicate your certification: Use the CarbonCare® mark in marketing materials, reports, and communications as permitted under the scheme's branding guidelines.

1. Renew annually: Submit updated verified carbon audit reports each year to maintain your label and progress toward higher leaf tiers as emissions reductions deepen.

The CarbonCare® Label evaluates organizations against a structured three-stage framework known as MRO — Measuring, Reducing, and Offsetting — with the label tier (number of leaves) determined by the depth of verified emissions reduction and/or offset achieved against a defined base year.

Measuring: Organizations must conduct a comprehensive carbon footprint audit covering relevant greenhouse gas emission sources across their operations. The audit must be verified by an independent third party in accordance with the CarbonCare® Label Protocol, which aligns with internationally recognized standards such as ISO 14064. The base year carbon footprint serves as the benchmark for all future performance assessments.

Reducing: Organizations must demonstrate a minimum 5% reduction in carbon emissions relative to the base year. The carbon footprint management plan is reviewed to assess the credibility and ambition of reduction strategies. Higher leaf tiers are awarded for progressively deeper verified reductions — organizations achieving greater percentage reductions earn more leaves.

Offsetting: Where residual emissions remain after reduction efforts, organizations may offset these through recognized carbon offset mechanisms. The extent of offsetting, combined with verified reductions, determines the overall label tier. Full carbon neutrality (100% offset of remaining emissions) may qualify for the highest tier.

The overall label tier (1 to 4 leaves) reflects the combined achievement across reduction and offsetting dimensions, incentivizing organizations to move progressively toward deeper decarbonization over successive certification cycles.

CarbonCare® is one of Hong Kong's most established carbon labeling schemes for organizations, having operated since 2011. It occupies a niche but respected position in the Asia-Pacific sustainability certification landscape, particularly among Hong Kong-based businesses, government-linked entities, and educational institutions seeking a locally recognized framework for carbon management. The scheme is well regarded by organizations that want a credible, third-party verified label without pursuing the more complex and globally oriented ISO 14064 or PAS 2060 certification routes.

Adoption is concentrated in Hong Kong, with some uptake across the broader Asia-Pacific region. The program is particularly popular among mid-sized enterprises, property developers, and public sector organizations that face stakeholder or regulatory pressure to demonstrate climate action. CarbonCare® is well positioned to benefit from this trend, though it faces growing competition from international standards gaining traction in the region.
