It is open to any manufacturer or seller of bathroom products in the UK whose products meet defined water efficiency criteria established by technical experts within the British bathroom industry. The scheme applies to both domestic and commercial markets and is designed to help consumers and specifiers identify products that use less potable water without restricting product choice.

To participate, companies register their qualifying products under the scheme and receive the right to display the associated water efficiency label on those products and their supporting literature. Compliance is maintained through an annual audit conducted by an independent third-party certification body, which tests a randomly selected five percent of registered products across the various product criteria categories to verify ongoing conformance.

This certification is relevant for manufacturers, importers, and retailers of bathroom products such as taps, showers, toilets, and urinals who want to demonstrate the water efficiency credentials of their products to UK buyers, specifiers, and building professionals.
