Energy Saving Labeling Program: Japan

The Energy Saving Labeling Program is a mandatory certification scheme administered by Japan's Ministry of Economy, Trade and Industry (METI) under the Energy Conservation Law. It requires manufacturers and importers of designated product categories — commonly including home appliances, electronics, and other energy-consuming goods — to display an official energy efficiency label on their products before they can be sold in Japan.

Unlike comparative energy labels used in some other countries, Japan's label does not rank a product against others on the market. Instead, it shows how well the product performs relative to the Top Runner target — an efficiency benchmark set by the government based on the most energy-efficient product available in each category. The label displays key information including the product name, model, energy consumption efficiency ratio, and power or fuel consumption figures.

This program is relevant for any manufacturer or importer bringing designated energy-consuming products to the Japanese market. Compliance is a legal requirement, not a voluntary distinction, so understanding the Top Runner benchmarks and labeling obligations is essential for market access in Japan.
